Hurricane Debby was a Category 1 hurricane that lasted from August 3 to August 9, with peak intensity reaching 80 mph and a minimum central pressure of 979 mbar. The storm originated from a tropical wave that the NHC had been tracking since July 26, eventually developing into a tropical cyclone as it moved westward. By August 3, Tropical Depression Four had intensified into Tropical Storm Debby in the Gulf of Mexico, and later strengthened into a hurricane before making landfall in Florida. It then made a second landfall in South Carolina, causing heavy rainfall and declaring states of emergency in Florida, Georgia, and North and South Carolina.
The impacts of Hurricane Debby were felt across the Caribbean, with heavy rainfall affecting nations such as Cuba and Puerto Rico. In the United States, states of emergency were declared ahead of the storm, with heavy rains leading to accumulations of up to 20 inches in some areas near Sarasota, Florida. The storm resulted in 10 fatalities and preliminary damage reports estimated to be near US$2 billion. Debby also had severe impacts in Quebec, causing historic rainfall in Montreal and becoming the most costly climate event in Quebec history with over CAD $2.5 billion in insured damages.
