Tropical Storm Philippe Recap

Tropical Storm Philippe formed from a tropical wave that moved across West Africa and into the Atlantic, becoming a low-pressure system and eventually Tropical Depression Seventeen. The storm strengthened as it moved westward, reaching winds of 60 mph before encountering stronger wind shear. Philippe stalled and changed direction multiple times before making landfall in Barbuda with winds of 50 mph. The storm caused power outages, washed out roads, and produced heavy rainfall in various areas, leading to flooding and mudslides.

After passing near the Virgin Islands, Philippe weakened due to wind shear but briefly re-strengthened before being absorbed by a non-tropical low south of Bermuda. The storm caused minor damage in Bermuda but combined with a cold front to bring heavy rainfall and strong winds to parts of Maine and Atlantic Canada. The Caribbean Catastrophe Risk Insurance Facility made payouts for excess rainfall totaling $3.4 million. Overall, Tropical Storm Philippe left a trail of destruction and impacted several regions with its strong winds, heavy rainfall, and flooding.
